CPRE Cheshire responds to 2025 Cheshire East Council transport consultation
We have responded to Cheshire East Council’s Oct-Dec 2025 consultation on the revised draft of its new Local Transport Plan. The draft Plan sets out the council’s proposed medium- term strategy for transport, and follows an earlier stage of consultation to which we also responded.
We see sustainable transport policies as being a key element in supporting rural areas, tackling climate change, and protecting the countryside.
What we agree with
Of the six Local Transport Plan (LTP) policies that were presented, CPRE strongly agrees with LTPs 2, 3 and 4. These policies promote better health and wellbeing (2), promote initiatives that support environmental sustainability (3), and prioritise the needs of people using transport (4).
We complimented Cheshire East Council for acknowledging that transport is a major contributor to carbon emissions and air pollution and for recognising that technology has a major role to play in reducing the need to travel. And we commended to the Council CPRE’s transport hierarchy (part of CPRE’s transport policy).

What we took issue with
We took issue with the unspecific wording in some of the draft policies and with the lack of detail provided. For example, policies 1, 5 and 6 could be interpreted as finding it acceptable to build new roads (with resultant harm to the environment), and correspondents were asked to state whether or not they agreed with investment framework packages for several corridors without any explanation provided as to what was proposed.
